Some lights require transformers or ballasts to provide a sufficient voltage to start up the lamps and regulate the current supplied to them. A ballast is especially effective when fluorescent lighting is involved, without a ballast to limit the current, a fluorescent lamp which is connected directly to a high voltage power supply would quickly increase its current draw, seeing the lamp overheat and burn out.

Ballasts work by supplying high voltage to set an arc between the two lamp electrodes, once the arc is established the ballast will efficiently reduce the voltage and regulate the electric current to produce a secure and consistent light output. Sustaining an optimum electrode temperature is core to a lengthy lamp life, and this is why some ballasts use a separate circuit to push a low voltage to heat the lamp electrodes whilst starting up and continuing to run.
